The office in Quezon City is actually not the CFO - it's the St. Mary Euphrasia Foundation - Center for Overseas Workers (SMEF-COW). They administer the guidance and counselling (G&C) sessions for the CFO, but it is not a government agency. However, to make it more convenient for those who are taking the seminars, the CFO already put up an extension office at the SMEF-COW. Thus, participants need not go to the Citigold Tower in Manila anymore to have their passport stamped.

The new location is actually a safe place and it is easy to get there. It is right beside the LRT Katipunan station and other means of public transportation are readily accessible. Good luck to all the girls who will have their CFO seminar soon!

NO, read the first post here. Seminars are not at CFO offices but at SMEF-COW.

oh sorry. I got confused

I'm currently 25, but will be 26 on January. Do I still need the parental consent letter ?

The CFO interviewer will surely ask for the notarized affidavit of parental consent. So your friend must bring it at CFO.
And they may require the personal appearance of her parents, this will depend on the result of the interview (some had, some not).

I extracted the articles of the marriage Philippines Laws about the parent consent if you are between 18 and 21:

Art. 5. Any male or female of the age of eighteen years or upwards not under any of the impediments mentioned in Articles 37 and 38, may contract marriage. (54a)

Art. 14. In case either or both of the contracting parties, not having been emancipated by a previous marriage, are between the ages of eighteen and twenty-one, they shall, in addition to the requirements of the preceding articles, exhibit to the local civil registrar, the consent to their marriage of their father, mother, surviving parent or guardian, or persons having legal charge of them, in the order mentioned. Such consent shall be manifested in writing by the interested party, who personally appears before the proper local civil registrar, or in the form of an affidavit made in the presence of two witnesses and attested before any official authorized by law to administer oaths. The personal manifestation shall be recorded in both applications for marriage license, and the affidavit, if one is executed instead, shall be attached to said applications. (61a)

Art. 16. In the cases where parental consent or parental advice is needed, the party or parties concerned shall, in addition to the requirements of the preceding articles, attach a certificate issued by a priest, imam or minister authorized to solemnize marriage under Article 7 of this Code or a marriage counselor duly accredited by the proper government agency to the effect that the contracting parties have undergone marriage counseling. Failure to attach said certificates of marriage counseling shall suspend the issuance of the marriage license for a period of three months from the completion of the publication of the application. Issuance of the marriage license within the prohibited period shall subject the issuing officer to administrative sanctions but shall not affect the validity of the marriage.

Hi Guys... i just want to know if its ok to attend the CFO seminar though i don't have yet my packet letter? But i;ve with me now my NVC letter. hope to hear from you guys

You can go to the CFO at anytime.

You will need to have your authenticated birth certificate, ID (postal ID, driver's license, or equivelant, NBI, and passport if you already have it (not required as thte CFO Certificate is now required to get your passport).

You will need to know your fiance's full name, address, place of work, jop description, phone number, age of your fiance', how did you meet, how long have you been in the relationship.

None of this is critical, just helps the CFO one-on-one interview go smoother.

Your CFO ceritificate is good for life. You will need that certificate to get your CFO stamp on your visa after it has been issued.
