Requirements for a Certificate of Legal Capacity

Hi!

I am a Filipina and I am in the Philippines. I have a French boyfriend and we are already engaged. We are planning to get married here in the Philippines.

We were informed that before we can apply for a marriage license here in the Philippines, he has to have a certificate of legal capacity and he should get it from from his embassy.

Can you tell me the requirements/documents that we need to submit to the embassy before he could get his certificate of legal capacity? He has never been married so I think it will be faster and easier. I HOPE that is how it is.

After the marriage, I will also apply for a spouse visa to France. What do I need to submit too? What does he need to submit?

Is it okay if my passport shows my maiden name?

Thank you. Hoping that you guys could help us. We really have no idea what to do.
