Mga Problema Sa Munisipyo

hi my name is Patrick and i am engaged to a wonderful woman living in Manila. Last year when i traveled their to visit her it was our plan to marry while i was there.
i first went to the embassy and acquired the legal capacity to marry document then we we went to the marriage seminar after she got all her necessary papers. when we went to the munisipyo however to get the marriage license we encountered a problem. you see her mom and dad are separated( he passed away now several months ago). The officials at the munisipyo informed us that because she is not yet 25 she needs some kind of proof or something from her dad but the problem was noone knew where he was. I personally think they only wanted a bribe(the munisipyo).
has anyone ever encountered this problem? If so how did you handle it?

hi Patrick,bout your roblem,well as long as your fiancee is 19 years old and above,she can marry without her father even without her mother coz she is old enough...where is your married will be taking?what city hall?hope i can help...
