Many things are needed

First, talk to your priest to see if he will make the two of you attend meetings. Next, your husband to be needs to contact the Philippine embassy as soon as posible to get a visa that lasts longer than 21 days. He should have this even if he does not use the entire time. The airline tried to stop me from getting on the plane because my return date was longer than 21 days. The Philippine government did not have a problem because I filed for extended visa as soon as I arrived. He must also have a "legal capacity to contract marriage." This is a paper he gets from his embassy. I assume he is American. If so, he will get an aftidavid instead. This comes from the American embassy in Manila. He can go the the embassy website to check on the days and times they are issued. He must have any divorce papers with him. The site will give full information. He should stay as long as he can. You both will want this time together. Prepare yourself. The time apart from each other is a living Hell. At least it was for me. He should file the I-130 here the day he gets the marriage certificate. Also, he should start the k-3 the day he gets notice of reciept of the 130.
Good luck, God bless
Lee
P.S. The Embassy website also has information on what he needs to bring
